Since 1980, EPA has fail to do it's job. At some point in the future the EPA Office of Hazardous waste
may identify some "Etiologic" pathogenic disease organisms and figure out how to treat infectious
waste such as sludge biosolids.


Hazardous Waste Regulation Exclusions
Part 261.4
(a) Materials which are not solid wastes. The following materials are not solid wastes for the purpose of this part:  

(1)(i) Domestic sewage; and

(ii) Any mixture of domestic sewage and other wastes that passes through a sewer system to a publicly-owned
treatment works for treatment. “Domestic sewage” means untreated sanitary wastes that pass through a sewer
system.


(21) Zinc fertilizers made from hazardous wastes, or hazardous secondary materials that are excluded under
paragraph (a)(20) of this section, provided that:

(i) The fertilizers meet the following contaminant limits:

(A) For metal contaminants:












(B) For dioxin contaminants the fertilizer must contain no more than eight (8) parts per trillion of dioxin, measured
as toxic equivalent (TEQ).
